UN report slams US, Israel, Palestinian leadership

A secret end-of-mission report written by UN special envoy Alvaro De Soto was published by the Guardian. The report, which was probably supposed to remain confidential, contains a devastating account of misconceptions, wrong evaluations and failed diplomacy that transformed the Quartet (US, UN, European Union and Russia) from a negotiation-promoting group into an all-imposing body. De Soto is particularly critical about the "devastating consequences" of the decision to freeze international funding to the Palestinian Authority after the victory of Hamas in the last general election. That caused, according to De Soto, a "precipitous decline of the standard of living of Palestinians". As if it was high earlier, I may add.
While De Soto does not condone the failures of the Palestinian leadership and its very poor record in curbing violence, he also states:
"Israeli actions,whether this is intended or not, seem frequently perversely designed to encourage the continued action by Palestinian militants."
